Minutes of Littleton Water and Light Meetings

The Board meets on the first and third Monday of each month. Meetings begin at 1:00 p.m. and are held in the department conference room at 65 Lafayette Ave, Littleton. Board meetings are open to the public and time is allotted for public comments at each meeting.

Regular Meeting Aug 16, 2010

The regularly scheduled Board of Commissioners (BOC) meeting began at 1:00 p.m. on Monday, August 16, 2010 in the Littleton Water and Light Department (LWL) conference room. Present were Commissioner Eddy Moore, Commissioner Ralph Ross, Financial Services Director Cheryl Wilkins, and Superintendent Thomas Considine.

MINUTES REVIEW:

The minutes of August 2, 2010 regularly scheduled Commissioners meeting were reviewed. Commissioner Ross made a motion to accept the minutes as presented, seconded by Commissioner Moore.

The vote was in favor 2-0-0.

The minutes of August 2, 2010 Non Public Session (NPS) meeting were reviewed. Commissioner Ross made a motion to accept the NPS minutes as presented, seconded by Commissioner Moore.

The vote was in favor 2-0-0.


SUPERINTENDENT/ MANAGERS REPORT:

1. La Capra Associates are planning to attend the September 7, 2010 Regular Commissioners meeting to discuss the proposed ISONE Demand Response Program with the BOC.

2. The USDA water system grant for the Oak Hill reservoir was discussed and a letter from the NHDES to the USDA was reviewed. The letter strongly supports the Departments need to replace the reservoir due to water quality and health safety concerns. The application is complete to the best of the Department’s knowledge; once the USDA makes a decision the Department will plan the appropriate course of action. The next milestone for the Department to hit for planning purposes is to determine what loan amount to present in the 2011 warrant articles for public vote and how much to raise the water rates the year following project completion.

3. The Department achieved 100% passing on the recently completed lead and copper testing. The Department sampled various locations throughout the water distribution system that NHDES selected in this eighth-round of compliance testing.

NEW BUSINESS:

1. The September 7th Regular Commissioners Meeting will be Superintendent/ Manager Considines final meeting and last day in the office prior to federally deploying in support of Operation Iraqi Freedom with the NH Army National Guard on September 11, 2010.

2. The final cost incurred by LWL for work completed in regard to replacing the water main under the Highland Avenue culvert was about $16,430, and invoice will be submitted to the Town of Littleton annotating this amount with a zero (0) balance due.

3. The Department is currently in the process of reviewing the Redington Street bridge replacement plans and will provide comment to the engineer in regard to maintain adequate water service throughout the construction period. Additional flow testing will be conducted this week in regard to closing the 12” gate valve and observing any change in the flow patterns and supply.

4. The Department executed a request for proposal last week and on August 10th verbally executed a wholesale power supply purchase for 2012 and 2013 for 60,000 Mwh. LWL realized a savings of about forty (40) percent when compared to our existing contracts. About 70% of the Departments power supply is hedged for 2012-2013 at a significant savings.
