The Board meets on the first and third Monday of each month. Meetings begin at 1:00 p.m. and are held in the department conference room at 65 Lafayette Ave, Littleton. Board meetings are open to the public and time is allotted for public comments at each meeting.

Regular Meeting Feb 5, 2018

The regularly scheduled Board of Commissioners (BOC) meeting began at 1:00 p.m. on Monday, February 05, 2018 in the Littleton Water and Light (LWL) conference room. Present were Commissioner Perry Goodell, Commissioner Peter Cooper, Commissioner Ralph Ross, Financial Director Cheryl Wilkins and Superintendent Thomas Considine.

MINUTES REVIEW:

The minutes of the January 16, 2018 regularly scheduled Commissioners meeting were reviewed. Commissioner Ross made a motion to accept the minutes as presented, seconded by Commissioner Cooper.

The vote was in favor of the motion 3-0-0.

FINANCIAL DIRECTORS REPORT:

Auditors from Vachon Clukay & Company will be on site through Wednesday, February 7, 2018 conducting the fiscal year ended 2017 financial audit.

SUPERINTENDENT/GENERAL MANAGERS REPORT:

1. The BOC reviewed the 2017 list of services rendered and donated to the community (favors) by LWL. No action was taken by the BOC following a brief general discussion as to some of the service annotated.

2. A graph that depicted an approximate 200 GPM water leak from the Mt. Eustis tank was shown to the BOC. Following an extensive week long search the leak was found on the Meadow Street side of the Mt. Eustis system on the fire suppression supply line to the Burndy plant. Though the leak surfaced, which was expected due to high system pressure in this area, it was contained beneath a frozen section of snow embankment and surface about 30 feet from the actual failure point. No alarms on the customer’s fire sprinkler equipment were activated that compounded the discovery process as the fire systems pressure losses were apparently minimal. The leak was repaired the following morning with a minimal interruption of water service to the customer.

3. The LWL’s air compressor (1999 Kaeser) is almost twenty (20) years old and is in the shop for some needed auto-body work. The fenders and cowling are heavily rusted and the section of metal adjacent to the hinges has deteriorated. As there are relatively low operating engine hours (600) on the motor and that maintenance is performed routinely the compressor is generally in good overall condition. It is anticipated that making these minor cosmetic repairs will extend the useful life of this unit.

4. The LWL was asked to assist the high school with hanging banner on their area light posts around the high school. Though LWL would like to assist in this effort the existing light poles/posts are not rated by the manufactured to support the proposed banners according to a warning label attached to the post. No further discussion in regard to the matter has taken.

GENERAL/ OTHER BUSINESS:

The BOC reviewed an engineering services agreement submitted by Dufresne Group engineering in the amount of $111,650 to provide final design service. Dufresne Group will assist the LWL with the design, permitting, and the proposed relocation of about 12,000 feet of water main along the Wing Road in Bethlehem.

Following some general discussion with regard to some of the intended goals of the project, i.e. replacement of aging and fatigued infrastructure, improve repair accessibility and water conservation, Commissioner Cooper made a motion that the LWL approve Dufresne Groups agreement (dated January 25, 2018) for Final Engineering Services, seconded by Commission Ross.

Vote was in favor of the motion 3-0-0.

Commissioner Cooper made a motion to adjourn the meeting, seconded by
Commissioner Ross.

The vote was in favor of the motion 3-0-0.
